Many of these people to which he is referring were American citizens Klaus. I believe that most were resident aliens or were naturalized citizens, but it also included their native born children.
Of course this is getting a bit off topic for this thread, but German-Americans are one of, if not the largest ethnic groups in the US, perhaps 60 million now. Japanese-Americans are a much smaller group yet the total numbers of detained Japanese-Americans was actually a bit larger than the total number of Germans. So the percentage was much larger than with German-Americans. The US was much less selective about Japanese internees. Some were second and third generation native born Americans!
On a side note, as this thread is about Peruvian-Japanese nationals, there were also several thousand German-Latin Americans interned during the war.
