It's a part of the "social networking" feature of this latest release of vBulletin (3.7.x series).
One thing you can have is photo albums which are part of your profile. I believe only buddies can see the ones that are marked "private". There is also an add-on blog feature that can be marked for buddies only but it isn't installed here.
