When the Russian authorities were reviewing designs for a new rifle, a lot of the officials actually preferred Belgian weapon designer Léon Nagant's design over that of Russian Army Captain Sergei Ivanovich Mosin's. One of the main reasons was because of Nagant's design's efficient feeding system. The eventual product, as the name suggests, combined elements from both designs, reflecting the political compromise necessary to make a final decision.
