The embargos surely could only lead to war. I think Japan would have been content for a few more years with China before lookin' south if it wasn't for their total isolation due to the US embargos on such things that an militaristic n' expansionistic were in dire need of. So yes, The US did more than just nudge Japan into a full scale war.
Then there's the little thing bout MAGIC to be considered. High placed officers did in fact knew what was comin' due to MAGIC.
