I'm pretty certain that this emblem is the coat of arms of the city of Vienna and was used by the 2nd Panzer Div. This was one of several markings used. |
This is what I found for the coat of arms of Vienna, which is a single headed eagle:
The double headed eagle as seen here was the symbol of Austria-Hungary from 1867 until its dissolution following World War I.
Of course there is a crown on these, but I am guessing that the emblem was a field applied makeshift coat of arms of the old Austro-Hungarian Empire, though the shield in the center is more like that of the city of Vienna. |
