This is just speculation, but I would suspect that there were track wear issues associated with the all/all metal wheels. Metal on metal wear is a serious consideration when dealing with the large forces imposed on the suspension from the high weight of the Panther.
Think of the damage your car tires would do to the road if you had no rubber on the wheel. On a tank, the track is the "road" for the wheels...
I suspect that the 8th wheel had more wear for some design reason and that is why they used the steel wheels there but not all over the tank as the rubber wears much faster.
