This is a US NARA photo, ID "USA C-799". The date is circa Jun 1944. The building on the left is the Rome Area Command (as shown on the sign at the entrance), and the monument in the background is dedicated to King Victor Emmanuel II. I suppose the troops could be "soaking up the sun", but it's also a possibility that they gathered for some official purpose, which is actually my guess because if they're just "soaking up the sun", the group probably won't look so in order in front of a command building.
