I'll go you one better. While Tom Clancy writes fiction, his hero (as an unwilling and impromptu President) had to appoint a new cabinet. Most of his appointees were qualified, but unwilling. He told them to get their departments unscrewed, and he'd replace them. There's something to that.
Find someone that wants nothing to do with the position, but promise that they can be replaced as soon as they've squared things away. That could well preclude "homesteading!"
