First, FrontPage sucks (it always has). Don't use it. Microsoft stopped supporting it in 2006 (see FrontPage Support End of life announcement) and many web hosts are moving away from it. The last release was in 2003. Don't waste your time on something that you will have a hard time having hosted. Your time is better spent learning on a more modern HTML tool that you can also use on future projects. There are free ones available for download which will easily suit your needs.
There are plenty of "free" hosts out there but you get what you pay for. Slow loading and their ads on your site are typical. Freewebs is the best I have seen for speed (it's honestly not that bad) but you are tied into their templates, or so it seems. Despite that it's probably the best choice. Some companies and other ISP's offer a free site for their Internet customers. You might check if anyone has access to that as then you would have more control over your site.

Hmmm I've thought about dabbling with dreamweaver as well... Im just all about WYSIWYG I'm too busy to sit and figure every little thing out as well as crazy stuff like CSS or etc. Hmmm I'll check things out, I want to not be constricted to their templates

Dreamweaver is expensive (I own it along with a good many Adobe products) and not the best for creating standards compliant HTML and CSS, not that you need for purposes of what you want to do. It will, however, let you create pages in a "split mode" where you can adjust the "picture" and it will write the HTML for you. Either way, there are better, cheaper, more modern solutions that won't "go away" like FrontPage is doing, or rather has done.
