I suspect the fender colors are used to position the tank accurately during the gunnery tests. The color contrast helps align the front end squarely on the gun line.
The checked color pattern on early V-2 rockets was similarly used to track the rockets during flight. You could tell if the rocket was rotating and gauge distance by the checkered pattern.
