I think I recall reading those were given to some of Germany's allies as dug in pill boxes toward the end of the war as the Soviets were approaching.

When I found it I spent about 15 minutes checking it out on full screen. It reminded me a bit of Dunkirk, only with the vehicles facing in the other direction.

With the cranes there and everything bunched up (in the background also)it could be after the fact. Salvaging what was left perhaps?
