It may sound like a dumb question, but I for one don't know what it is and no response so far.
I'm pretty certain that this emblem is the coat of arms of the city of Vienna and was used by the 2nd Panzer Div. This was one of several markings used.
This is what I found for the coat of arms of Vienna, which is a single headed eagle:




The double headed eagle as seen here was the symbol of Austria-Hungary from 1867 until its dissolution following World War I.

Of course there is a crown on these, but I am guessing that the emblem was a field applied makeshift coat of arms of the old Austro-Hungarian Empire, though the shield in the center is more like that of the city of Vienna.

Totally destroyed is almost an understatement for what happened to that tank. Given the extent of the damage I wonder if possibly it may have been used for training/practice.
