OK. It's time.
My answer is Portugal. Portuguese Timor(nowadays East Timor) was occupied by Japan after Battle of Timor which Japanese fought Australian and Dutch armies(some soldiers were also from UK and US). Some Portuguese colonist did help Allied in guerilla wars, but Portuguese government is neutral because she didn't want to offend either side of the war. By the way, Portugal provided the Azores to Allied as an air base. But she also accepted the protectorate over Macau by Japan. So it's fair that Portugal is neutral throughout the war. French Morocco is "liberated" (I hate that word) before Tunisia, no? Vichy-France, which is an Axis puppet, controls it.
Oh wait, but French Morocco, like the Solomons, is a colony and not a country. Damn, yet another good brain teaser

Ethiopia or rather Abissynia. 1941 British offensive "liberated" this country from Italian occupation which started in 1936.
I'm sure I'm right. But do you know that Ethiopians claim that this was start of British occupation? Everything is relative... Cheers, Lancer44
