    this tank was made to excercise the crew from panzer IV,
    its cheaper in this way than use a panzer IV

    The suggestion that this is a training tank makes perfect sense; I see no other practical reason for this conversion.

    Perhaps you mean Panzer III. It's a Panzer III turret on a Panzer I chassis.
