According to Dipl.-Ing. Bernd Schulze it shows most likely the expected effect of a 7kT plutonium bomb on New York. According to Werner Grothmann, Himmler's adjutant, a similar plan existed for London.

That's fascinating! Do you know what they were basing this proposed blast effect on? Surely this must have been on the basis of theory alone, as the Los Alamos detonation had yet to occur. Does the book mention how accurate this estimate would have been, had they had the technology to implement a 7 kT plutonium bomb? I don't know what kind of estimates the Manhattan Project crew were coming up with prior to their initial detonation and how accurate they ultimately were in those estimates.
Given that the document was from August 1944 it had to be based on the basis of theory. Leaving aside rumors about a bomb test in Mid 1944 in the Baltic, all the new information about the various German nuclear programs that came to light in the last few years date the first successful detonation of a German bomb using uranium on the 3rd March 1945 - too late for that document.
B.T.W. The document was apparently first made to show the effect of an attack using kinetically enhanced (dropped from orbit!) 3t TNT bombs, but then later modified with the data for a nuclear attack using the Sänger bomber or possibly A9/A10 missiles.
