Buddies?
What exactly does being a buddy do for you? Anything as far as mechanics of the site?
I just realized, a buncha people have wanted to be my buddy. I may have been remiss in not returning the favor, unless it's automatic. Hell, I don't need no special requests! I'll be anybody's buddy!!! Less'n ye piss me off!!! ![]()

So if somebody asks me to be their buddy, does the software reciprocate or do I have to ask them to be my buddy in return?

I believe that if someone asks you to be a buddy they have already added you their list. If you decline the invite you remain a "contact". If you accept you are buddies or friends as they are known in vBulletin 3.7.x. The difference is that only buddies are listed on the Portal page.
