You are using hindsight
July of 1941 nobody knew what was going to happen in Europe. Nobody knew if Germany would be successful and win in Russia. If Germany won in Russia they would be free to attack the UK again. The German industrial production in 1941 was untouched. It was thought that bombing Germany would be effective but nobody, except maybe Harris, was sure. FDR in summer of 1941 was worried about the Philippines but not Pearl Harbor.
