Hess and the Soviets

If Hess was in English custody before Germany attacked the Soviet Union, why were the Soviets so dead set against the release of Hess for all those years?

I remember I read Peter Padfield's biography of Hess last year. In it, there was a conspiracy theory that Hess was a Soviet secret agent, or that it had been a Soviet double, etc etc. So that only adds fuel to the conspiracy fire...

A long time ago I read a book also on Hess. It was by a doctor who examined Hess in Spandau prison, he claimed it couldn't be Hess because Hess suffered a gun shot wound to the chest in WW1 and when examined at Spandau there was supposedly no evidence of such a wound. Does anyone know of this book?
