I never saw one before but it appears to held by a handle in the rear, this makes me think that it could have been a larger version of the German service flashlight. Which would make sense as one of the functions of the Luftschultz was to locate victims of raids in the rubble and use a whistle to alert rescue crews.

Mind you, just guess at this point, but I'll see what else I find out about it.

On a personal note: My mother was notified that she was to be assigned to Luftschultz service in Dresden. She was working as a seamstress at the time and when the small shop producing gear for the army was moved outside the city her shop leader/foreman complained to the local committee she was needed there.

Had that not happened, she possibly would have perished in the firestorm that took the life of my infant sister.

You do realize of course that if any of them are still alive they would be old enough to be MY grandmothers, and I am 48.
